Cadillac Forest 2003 ClubRally Supplemental Regulations Revision 1.3 (8.25.03)

Welcome to the Cadillac Forest 2003 ClubRally! Your host is the Western Michigan Region of SCCA. This event is part of the SCCA CenDiv Championship. Please read these regulations carefully.

 

Event History: The Cadillac Forest is an entirely new rally, although it uses some roads that have been part of both performance and brisk-TSD rallies in bygone years. The idea for the new rally originated with Jim Windsor and Jerry Brownell and was quickly adopted by many local rallyists who have long hoped for performance rally to return to Lower Michigan.

Awards: Trophies will be awarded to the driver and co-driver of the winning team in each of the classes at the party immediately following the event. It is our intent to keep this event as affordable to all ClubRally Competitors as possible so there will be no prize fund. Winning teams will draw for worker prizes.

Seeding Groups and Starting Order: Entries for the event will be seeded according to the SCCA Speed Factor and Seeding list. Entrants without speed factors will be placed in the start order at the discretion of the organizers. If a contestant feels that he is incorrectly seeded, application for adjustment must be made in writing to the CenDiv Steward, Bruce Weinman, prior to the start. Preliminary start order will be updated and made available as the field fills. Official start order will be posted on the official notice board after registration has closed.

Registration: Registration will be held at Avanti Restaurant on Friday from 6-10 p.m. and on Saturday from 8-11 a.m. Please be prepared to show appropriate licenses, vehicle insurance and registrations to expedite the process. It is necessary to show limits of liability (100/200/50) (both the rally car and the service vehicle) for your insurance at this time (this comes from your policy – not your proof of insurance). Remember, all members of the team, both competitors and crew must register and sign the insurance waiver for the team to be eligible to compete in the event.

Entries: Entries will be limited to 50 competitor vehicles. Entries must be postmarked no earlier than

Aug 1. In the event that more than 50 entries are received by Sept 1, entries will be awarded in reverse seed order: meaning from all applications in hand, those from Seed 8 drivers will be entered, followed by Seed 7, Seed 6, etc., until the field is filled. Within each seed, entries will be accepted first-come, first-served based on postmark or website log. After September 1, if the field is not filled, entries will be accepted first-come, first-served without regard to seed. Entries that cannot be placed in the field will be held on a waiting list to fill positions of those who withdraw or fail to appear. Entry date is determined by postmark of envelope with check.

If you wish to withdraw you must do so 72 hours prior to registration opening or you will not receive a refund unless we can replace your entry from the waiting list or with a late entry.

Headquarters: The Hampton Inn (1650 S. Mitchell – business US 131) and the Avanti Restaurant, next door, serve as a joint headquarters for the rally. The Hampton Inn has asked that we invite all competitors to stay at the motel for both Friday and Saturday. The Hampton has blocked rooms for competitors (reservation code "CFR") and the two establishments have ample parking for all vehicles.

Scrutineering: Tech inspection will take place at a local garage (address included in your odo check). Tech will be open Friday from 6-10 p.m. and Saturday from 8-11 a.m. Tech Forms will be available at the inspection site. The crew member presenting the car for inspection must have proof of registration, either a wristband or route book. New log books will not be issued. If you need an annual – arrange with Colin beforehand.

All cars must be presented to tech ready to compete. Annual inspection should be complete, auxiliary lights will be in position, helmets and drivers suits and any other required equipment should be with the car. If you present your vehicle without complete equipment, you will be turned away. You must drive your car to tech (this is the odo check) – no trailers allowed at tech.

Novice Class: Will be held on Saturday from 8-9 a.m. at the Avanti Restaurant. Novice classroom training is required for all competitors who do not hold a current ClubRally license.

The Route: The route will be about 170 miles long with 70 stage miles, in 11 stages. An odometer check will be included between the headquarters and technical inspection. When leaving a stage, unless posted or directed otherwise by the route book, the speed limit is 55. If you are disabled on stage, you must tape your OK sign to your car. All transits are DLO (Driving Lights Out – use your headlights ONLY).

Judges of Fact: Stage Captains will be deemed Judges of the Fact. They may, after consultation with the Rally Chairman, the Chief Scrutineer, and the CenDiv Steward determine the suitability of a vehicle for further competition. If you may not continue, they will keep your scorecard.

Should your vehicle go off in a stage, sweep will determine when extraction will be made. If the participant wishes to recover his own vehicle, he may do so only after the stage is returned to public use after the rally is completed. Sweep will probably not be available to assist at that time. Consistent with Performance Rally Rules, those competitors who are assisted by sweep will be allowed to continue.

Official Notice Board: will be at the Avanti Restaurant prior to the event, and at service at Meijer’s during the event. Information posted on this board bears the same force as these regulations or the route book.

Service crews and Servicing: Service packets will be issued at registration. All service shall take place at one central location (Meijer’s lot). Teams will have the opportunity to place their service vehicle in the Service Area before the start of the event. There will be Tech Inspectors located at the service area to monitor and assist service crews throughout the event. They will have access to the rally communication network. Every rally car must have a tarp underneath it while in service.

Care must be taken to leave the Service Areas as they were found. All fluid spills must be cleaned up with oil dry and trash must be picked up. Crews may be fined up to $25 for failure to clean up a spill or other material. We thank you sincerely for your cooperation.

93 octane fuel is available near the service area and many locations throughout Cadillac. Hi-octane race gas is NOT available in Cadillac. Please make your own arrangements. No service vehicles will be allowed at spectator areas.

Scoring: Stage timing and posting of provisional scores will be to the nearest second. Lateness will be penalized at 12 seconds per minute of lateness.

The time card for the event will be issued at the MTC located at the Meijer store. The driver or co-driver must check in with MTC personnel to pick up the time card at FCO plus their start order in minutes. i.e., car #7, starting 4th on the road must check in at FCO + 4. This is subject to change, check the Official Notice Board at Registration.

Scores: will be posted at the post event party at the Moose Lodge and will become official 30 minutes after they have been posted.

Amateur Radio: If you, or your service crews are licensed amateur radio operators, please let us know. Just show us a copy of your license at registration and we will make a note of it.

Remember: Tarp under your car during service, spill kit and new expanded first aid kit in your car, helmet (SA95 or newer), catalytic converter are all required.

If you find it is not possible to register and be teched within the schedule we have set out, please call us at least a week in advance to arrange an appointment.
